At the Larry Pickett Foundation, we believe that a community’s safety should never be determined by its zip code. The reality of emergency response in America is that the vast majority of our protection relies on volunteers who are often forced to do more with less.

The Rural Backbone: Approximately 82% to 85% of all fire departments in the U.S. are either all-volunteer or “mostly volunteer.” In communities with fewer than 2,500 residents, that number jumps to 95%.
The Funding Gap: Volunteer firefighters save U.S. taxpayers an estimated 46.9 billion dollars annually in personnel costs. However, these same departments often struggle to afford basic necessities. A single set of protective gear can cost 2,500 dollars, and a modern fire engine can exceed 500,000 dollars.
Increased Demand, Fewer Hands: While the number of volunteer firefighters has dropped by nearly 20% in recent decades, call volumes have tripled, primarily due to a surge in emergency medical service (EMS) calls.
Our Initiative: The Force Multiplier
The Larry Pickett Foundation serves as a “Force Multiplier” for underfunded first responder agencies and the survivors they serve. We bridge the gap between critical need and life-saving action through our 85/15 Transparency Model. This ensures that every gift creates an immediate, measurable impact in the community.
How the 85/15 Model Works
When you donate to a specific campaign, your gift is put to work through a structured, legally protected framework that ensures maximum stewardship:
85% Purpose-Restricted: This portion is legally restricted to the specific first responder department you choose to support. It funds the direct purchase of life-saving technology (like LUCAS 3 systems or Hurst extrication tools) or direct-to-vendor equipment they need.
15% Strategic Reserve & Operations: This portion fuels our daily professional infrastructure. It allows us to provide expert Case Coordination, negotiate “Foundation Pricing” with global manufacturers, powers our ability to identify new departments in crisis and produce cinematic “Stories of Service” that turn local needs into national movements.

85% — Direct First Responder Equipment Grant
The 85% Impact: Direct-to-Mission Grants
These funds are “Purpose-Restricted.” When you donate to a specific campaign, 85% of your contribution is legally bound to the specific first responder department you have chosen. We don’t just buy “gear”; we fund the specific, high-tech tools that fill the “dead zones” in a community’s safety net. Here are examples of some of the types of gear a department may request we help them raise funds for:
1. Advanced Cardiac & Medical Tech
LUCAS 3 Chest Compression System: Provides consistent, high-quality CPR in moving ambulances, allowing paramedics to focus on other critical life-saving measures.
LifePak 15 Monitor/Defibrillator: The gold standard for cardiac monitoring and emergency intervention.
Portable Ultrasound (POCUS): Enables responders to identify internal bleeding at the scene, saving vital minutes during the “Golden Hour” of trauma.
2. Specialized Rescue & Extrication (“The Jaws of Life”)
Battery-Powered Hydraulic Cutters: Next-generation rescue tools that cut through modern vehicle alloys in seconds without the need for heavy, gas-powered engines.
Pneumatic Lifting Bags: High-pressure bags capable of lifting a 50-ton semi-truck to free trapped survivors.
Thermal Imaging Cameras (TIC): Devices that see through pitch-black smoke to find victims or “hot spots” behind walls.
3. Fire & Wildland Suppression
Wildland Brush Trucks: Specialized 4×4 vehicles designed for fast-moving forest fires where standard engines cannot navigate.
Decontamination Turnout Gear: Replacing expired “bunker gear” with modern sets that protect firefighters from extreme heat and carcinogenic particulates.
SCBA Systems with Bluetooth: Advanced breathing air tanks with integrated communications, ensuring crews stay connected while inside burning structures.
15% — The Strategic Reserve (General Fund)

This allocation covers the daily professional environment and the complex regulatory “back office” required to maintain a secure and compliant 501(c)(3) organization.

Accounting & Annual Audit: Covers professional bookkeeping and the rigorous annual audits required to ensure “Full-Circle” funds remain legally restricted to their specific department or survivor.
2. Strategic Procurement (The “Price Match” Advantage)

Vendor Coordination: Our team acts as a professional purchasing agent, working directly with manufacturers (like Stryker or Hurst) to negotiate “Foundation Pricing” that isn’t available to the general public.

We believe every heroic act deserves to be immortalized. This portion funds the cinematic tools used to turn a local need into a national movement.

Cinematic Storytelling for National Reach: We produce high-definition, professionally edited video assets. Moving beyond a simple text post allows the Chief and crew to speak directly to the public, significantly increasing the likelihood of a campaign going viral.

A Permanent Recruitment Tool: These assets are gifted to the department for their permanent use to help them attract the next generation of responders for years to come.
